Cement is a metastable compound because it is not in its most stable state and has the potential to transform into a more stable form over time. The hydration process of cement, which is the chemical reaction between cement and water, creates a metastable state as it forms new compounds and structures. Over time, these compounds may continue to react and rearrange, leading to potential changes in the properties of the cement. This metastable nature of cement makes it susceptible to long-term structural changes, such as cracking and deterioration, which can impact the durability and strength of concrete structures. **

Metastable refers to a state of a system where it is stable for a certain period of time, but has the potential to change to a more stable state. It is like a ball sitting on top of a hill - it is stable in that position for a while, but if given a little push, it will roll down to a lower, more stable position. In the context of chemistry or physics, a metastable state is one that is not the lowest energy state, but can persist for a significant amount of time before transitioning to a lower energy state. **
